Short answer
The Bolivian, almost always. It is larger, plainer, and vastly more forgiving — the German blue ram needs 26 °C or above, very clean stable water, and comes from farmed stock that is often fragile.

German blue ram
Choose the German blue ram if your tank already runs warm, your water is soft, and the tank is mature and stable.
Bolivian ram
Choose the Bolivian ram for a normal community tank. It behaves the same way and survives ordinary conditions.
One caveat
Electric blue and balloon ram strains are line-bred forms of the German blue ram and are less robust again. AquariumHQ does not recommend deformity strains.
