The parasite invades muscle tissue and destroys it, and the whitish patches are the damaged muscle showing through. It affects tetras and a range of other small fish, not only neons, and it is not treatable in aquarium practice. The reason this record insists on laboratory confirmation is that a mycobacterial infection produces an essentially identical presentation, and the distinction matters because one of the two has a documented human health risk. A keeper who confidently identifies 'neon tetra disease' from a photograph has a one-in-two chance of being wrong about something that affects their own safety.

Neon tetra disease is caused by a microsporidian parasite that forms cysts in muscle, producing patchy loss of colour that looks like pale areas beneath the skin.
