Reducing dissolved organic matter removes the organism's food supply, and supporting normal moulting removes the organism. This is the correct and sufficient response in the ordinary case.
The organism is a filter feeder that uses the shrimp as a perch, and it becomes abundant where dissolved organic matter and bacterial counts are high. A shrimp with a light growth is usually otherwise healthy; a heavy growth interferes with movement and with the gills, and it points at a tank with too much organic load. Because the shrimp sheds its exoskeleton, a successful moult removes the growth entirely — which is both the natural resolution and the reason the correct response is to fix the water and let the animal moult rather than to treat it.
Short answer
Vorticella are stalked ciliates that attach to a shrimp's exoskeleton and look like a white or greyish fuzz, frequently mistaken for fungus. Like Epistylis on fish, they feed on bacteria in the water rather than on the animal, so their presence is a signal about the water rather than about the shrimp.
Needs a microscope to confirm
This cannot honestly be identified by eye. Confirmation needs a skin or gill scrape examined under a microscope, which a veterinarian or an experienced fish-health service can do. Treatments aimed at it are frequently given on a guess.
Water quality is the cause, the contributing factor or the deciding variable in the great majority of aquarium health problems. These steps come before any treatment decision, and for several conditions they are the entire treatment.

How to tell it apart: Algal growth is green or brown and does not have the fine texture of stalked ciliates. Both indicate a shrimp that is not moulting often enough, which is the more useful finding either way.
How to tell it apart: Scutariella are discrete thread-like flatworms concentrated around the head. Vorticella is a diffuse fuzz distributed over the body and appendages. Location and texture separate them without magnification; magnification settles it.
How to tell it apart: An infection involves the tissue beneath and does not disappear with a moult. Growth that survives a moult is attached to something other than the old exoskeleton.
