Listed as an invasive alien species of Union concern under EU Regulation 1143/2014, which prohibits keeping, transport, sale, breeding and release across the European Union, and Great Britain applies equivalent restrictions under its retained regime. Those are the two jurisdictions AquariumHQ has checked; other countries have their own rules.

ProhibitedpossessionPacifastacus leniusculus Dana, 1852 appears by name in the Union list of invasive alien species of Union concern. Article 7 of the parent Regulation prohibits keeping, breeding, transporting, placing on the market, using, exchanging and releasing any listed species throughout the Union. This is a species-level entry in the original 2016 list rather than a later addition.

Permit requiredpossessionArticle 2(1) prohibits keeping any live crayfish without a ministerial licence, drawn at family level across Astacidae, Cambaridae and Parastacidae. This species is one of only two exceptions, and the exception is geographic rather than general: it applies to the signal crayfish only inside the postal districts listed in the Schedule.

The exception is the opposite of a permission. It exists because the species was already established in those districts, and outside them the general prohibition applies in full.

ProhibitedreleaseRelease or escape of any non-native animal is an offence. This species also carries Aphanomyces astaci, the crayfish plague organism, which is transmissible on wet equipment as well as by the animal, so the practical duty extends beyond not releasing the crayfish itself.

Permit requiredpossessionKeeping a designated invasive alien species requires permission from the competent minister. A keeping permit under the Act may be granted for academic research, exhibition, education and similar purposes. The Ministry states directly that keeping as a pet is not among them, so for an aquarist the practical effect of “permit required” is prohibition.

The designation is at FAMILY level. The Ministry's list gives Astacidae, Cambaridae, Cambaroididae and Parastacidae each as 全種 — all species — rather than naming individual crayfish, so a species need not appear anywhere by name to be caught.
